If you are seeing this error:

Unable to add to the server Junk e-mail lists, you are over the size allowed on the server. the junk e-mail filter on the server will be disabled until your junk-e-mail lists have been reduced to the sized allowed on the server.

Exchange has a limit of 512 KB for your junk e-mail lists. This is a cumulative total for all of your lists, safe senders, blocked senders, etc. You will need to up the amount of memory allowed for the junk lists with the following registry hack:

HKLM\System\CurrentControlSet\Services\MSExchangeIS\ParametersSystem

Create a new DWORD value:

Max Extended Rule Size

Change to Decimal value and set to what you want(1024 = 1MB):

3072

Restart any affected Outlook clients and that should solve the problen.
